DOC confirms that door thresholds are covered by the AD/CVD duties on Chinese aluminum extrusions

Responding to requests for scope rulings from Columbia Aluminum Products, LLC, Worldwide Door Components, Inc., and MJB Wood Group, Inc., U.S. Department of Commerce issued a final decision on December 19, 2018 that that door thresholds are covered by the scope of the AD/CVD orders on aluminium extrusions from China, a press release from the Aluminum Extruders Council has confirmed that.

The Aluminum Extruders Council (AEC) and Endura Products Inc. had helped in the proceedings by providing the Commerce Department with critical information demonstrating that door thresholds containing extruded aluminium are covered by the scope of the AD/CVD orders. 

The Commerce Department agreed and confirmed that the extrusion in the door thresholds would be covered within the scope of the AD/CVD orders. The department explained that door thresholds cannot be delisted from the AD/CVD orders and refused the claim that these products are finished merchandise.

“This is a clear win for the aluminum extrusion industry in the United States,” said Jeff Henderson, President of the AEC.  “The trade orders, which have been in effect since April 2011, clearly state door thresholds were covered by our orders.  It was very important to the AEC and its members that Commerce stand by its orders and declare these extrusions subject to the duties,” he continued.

The counsel to AEC and Endura Products considered the DOC decision as an important step toward stopping such invasive practices by Chinese extruders.  He added that the ruling is critical for ensuring that the AD/CVD orders are effectively enforced in order to protect American jobs and companies from unfair trade practice.
